Need California lawyer or agency help daughter taken by realtive

My daughter is 29 and iq 54. Her sister took her over four months ago and is hiding her. I believe they are homeless. My daughter Amy is terrified of me right now because her sister is telling her lies and scaring her. She wants her to believe she is saving her from bad stuff. Even the constant moving from shelter or campsite is because moms after you we have to do this. Or mom sold your things because your gone. Moms robbing you that's why we don't have your money.. and many worse things. I have a court order for her return. I have a restraining order against her but can't locate her. She has filed a restraining order against me and lied saying I was in California and served papers. No one will listen to me because of the restraining order against me. I can't find a lawyer that will help me being low income. I was approved for moderate means in California and the office said I need a Montana lawyer that can also do California. I am approved for moderate means in Montana but don't have a lawyer willing to take the case. If I don't get help before dec 13 she is getting adopted on that day as an adult adoption that needs no background or approvals by anyone else. If anyone is in Monterey Santa Cruz area circle of ability to help me or knows someone they can tell please let me know? I have called every agency it all goes back to civil issue need legal help..no one else can do anything till that gets resolved. My husband is on ssdi and I can't work. We can't afford the cost of the help we are being quoted.
