Caregiver Action Network Welcomes Amera Bilal as Vice President of Programs and Policy

Caregiver Action Network (CAN) is proud to announce that Amera Bilal has joined the organization as its new Vice President of Programs and Policy.
Amera brings more than 20 years of leadership experience designing and leading programs that support individuals and families through major life transitions—particularly at the intersection of aging, caregiving, workforce development, and equity. Her career has spanned local, state, and national initiatives, with deep expertise in community engagement, public policy, and large-scale program management.

Most recently, Amera has served as Project Director for a federally funded Alzheimer’s Disease Programs Initiative in Prince George’s County, Maryland, where she led countywide efforts to expand dementia-related supports for caregivers and older adults, managed complex grant portfolios, and built cross-sector partnerships spanning higher education, faith-based organizations, and senior housing providers. Earlier roles include executive leadership in diversity, equity, and inclusion within senior living, as well as more than a decade at the Maryland Department of Aging overseeing statewide emergency response, workforce development, and housing compliance programs for older adults.
Across her career, Amera has been a consistent advocate for inclusive, data-informed program design and equitable access to services—especially for historically marginalized communities. Her work has centered the experiences of caregivers, Baby Boomers of Color, LGBTQ+ older adults, and families navigating dementia, economic insecurity, and social isolation.
In her new role at CAN, Amera will lead the organization’s programs and policy strategy, guiding the development, evaluation, and expansion of initiatives that advance caregiver well-being nationwide. She will also play a key role in shaping CAN’s policy priorities and partnerships, ensuring that caregiver voices inform systems change at every level.
Amera describes her work as grounded in the belief that aging, caregiving, and community development are deeply interconnected. She brings a strong interest in intergenerational solutions, family caregiving dynamics, and the broader social and economic factors that shape how individuals plan for—and experience—aging.
